It's such a loaded term cloaked in bureaucratic calm, but when wielded this way, it's about obedience, not safety. Control, not care. And you're also dead-on about the power of silence—how they don’t have to define it, because the machinery of the court, the media, and even the public has been conditioned to just… accept it.
